Garage Approach Flaking

I built a new garage last summer and with all of the snow finally melted I noticed that one of the corners of the approach is flaking/cracked. Is this something that can happen/is normal or is this something I should go back to the builder on and have it repaired? Is this something that is easily reparable or am I going to be dealing with this ongoing now that it's compromised?

could be result of heaving from frost. doesn't look like it was formed, looks like the asphalt was the form, could it be thin in that spot , like the stone under the asphalt was proud of the cut in the asphalt?
