Looking for some advice on cooling a 2 car detached garage in Chicago. Some backstory- I ran gas to it 2 years ago and use a 30k btu ventless infrared heater and it works wonderfully. In prep for this, I used R-14 batts on the walls and insulated the garage door as well in preparation. No issues with holding heat, it's been great.
The unexpected problem I'm having is that it now holds heat way too much in the summer, to the point where it's super uncomfortable to be in there. Last year I tried running a 10k btu portable A/C unit (there's 1 jalousie window) and it did nothing as it just couldn't keep up with the heat and it would still be 100+ in the garage. The only other ventilation is 2 mushroom vents in the ceiling.
I'm now looking to insulate the ceiling in hopes of keeping some of the heat out. First question- is this going to help keep the garage at somewhat of a lower temperature? Am I on the right track with this approach, or should it be something more like an attic fan?
2nd question- if I am insulating, what is the best approach to take. Here are the options I am considering.
1. Spray foam. This would be the easiest. I keep seeing conflicting opinions on whether spraying directly under the roof is okay. My understanding is that the foam makes a vapor barrier, so moisture being trapped isn't an issue. My concern is that you can't see anything from underneath, so if there was a roof leak/failure, that moisture would just sit there and there would be mold/rot. A positive of this would be that I could also retain the storage in the rafters. Most people seem to think this is the way to go, but it makes me nervous. Thoughts?
2. Netted cellulose. This is a cheaper option that was presented by a few companies. Some have told me that when it's netted, sometimes the cellulose settles after time and isn't quite as effective. The R-value on this is greater than the foam, albeit relatively similar. Does anyone have any experience with this and would it be effective in this situation?
3. Batts against the underside of the ceiling. This is originally what I was going to do myself, but hesitated as this isn't really a world I know well. My understanding is that you can't put the batts right up against the ceiling because they will allow moist air to pass through at some point and then it's trapped under the sheathing. Is the solution for that is using baffles something like this as they will keep a small air barrier between the roof and the insulation?

There are no soffit vents, so the air would only be coming from inside the garage in this situation.
4. Hanging drywall for the ceiling and blowing cellulose on top of the sheetrock. I can hang the drywall myself, albeit very crudely, and just blow the cellulose on top of it. Is it appropriate to just blow it on top. I don't know if this is appropriate or how it's normally done, will the drywall support the weight of the cellulose?
