I have been using floorplanner.com
Its very handy but I have used it as much as I can now and think its time to go to paper as it doesn't support anything but top down angles. I want to see what the wall will look like from the front.

I use sketchup, a free program from google. Its really easy to learn and there is a massive library of 3D models you can import into your sketches that are made to scale, like if you wanted to see how much room your car would take up.

These can be exported as .kmz files and viewed on your smartphone or tablet in 3D as well.

I believed there's some drafting programs for iPad etc. search "CAD" in the App Store and see what you get. I think there are some free and some for a little bit of $. Let me know if this helps.

I used scale paper cutouts.

I also have access to very expensive and high end CAD programs.

Paper was simpler, faster and easier.

I use smartdraw for floorplans, wiring diagrams, electric layouts, just about everything. You can get a free trial online. Then run it through a timefreeze program so they free trial never ends.

I use this as well. It does 3D so you can see it all too.

It does 3d for me. I can look at it at any angle.

It does lack a good selection of machinery. No mill, lathe, air compressor, welder etc. had to use two Ferrari's instead of two MB 560SL's

I'd suggest Floorplanner.com. As well. It is really easy to use, and though not specifically geared for garages, it has plenty of functionality and features.

I have tried sketch up in the past but didn't get over the initial learning curve and quit it.
