My 8' tall Wayne Dalton door has (3) 18" panels and (2) 21" panels. I might call the mfg next week to verify before I install, but can anyone tell me if the order matters or which would look best? The instructions don't mention it. My first thought was a larger panel at the top and bottom.

Larger panels on the bottom, smaller panels on top. Your eye naturally sees the wider panels as a base supporting the narrower panels on top. Think pyramids, tapered columns, monuments, dams, bridges, etc.

Mixing them up will look awkward, IMO.

Not sure if you need to worry.
Is the Wayne Dalton like most door systems have panels that are specific to top and bottom locations?
Bottom usually has the gasket in place. The top varies, but generally has heavier square top.

The 21" panels come in one box with the weather seal, but its not attached. It can attach to any panel, but presumably its intended to go on one of the 21" ones. The reinforcing strut comes lose in the crate and can be attached to any panel, so anything can go on the top. 21 top and bottom is my plan.

Sounds like a good plan.
In a typical installation the top panel reveal is cut down by the overlap of the upper opening. The part you see may look pretty close to the other panels.
