Garage door issue

The opening for my garage door is too tall. It seems they poured the floor wrong and then tried to add more concrete after the door was installed. The sill drains the wrong way and leaves puddles for the door to sit in.

My plan was the remove the door and add concrete repair to the sill and level it and raise it to the proper level.

My question is what is the best kind of concrete or mix to use for this?

If the gap for light at the top of the door is the concern, how about adding some more wood trim along the top edge on the outside. It would seal the gap and be a lot easier than a big lift of thinset.

Part of the sill will have to be raised about an 1 and half inches.

The repair then would feather down to level.

It would be the length of the door and about 6 inches wide.

I was thinking of placing screws into the current concrete to help "pin" the new concrete in place, is this overkill?...

Sadly the light at the top of the door is not the only concern the sill for the door is out of level and allows puddles to form..
