Garage door seal replacement

I just replaced the bottom P seal on 2 of my standard size garage doors, just a straight forward replacement.

My 14x14 door has 2 metal plates on each lower corner that holds a wheel and cable. The cables have tension, the cable, and bracket on one side needs to be removed to slide on the P seal. What is the proper way to remove and secure the cable. Thanks.

Edit: the door is manual chain pull.

I have more questions than answers.
DO NOT try to undo the cables without unwinding the tension on the springs. The pins are captured for a reason. Trying to take out any bolts holding the bottom bracket on while under tension will cause bad things to happen. You need to raise the door a few inches, block door so it can't fall down, unwind springs, remove bracket, replace w/s, reinstall bracket, wind springs.

You may be able to get a "U channel" style retainer that you can notch around the existing brackets. That way you can just cut off the old stuff and cap the bottom with the new stuff.

What you have there is a door installed by the lowest bidder. I curse those guys every time I replace the bottom seal on a door where they wrapped the bottom brackets under the weatherstrip.
