After replacing the bottom seal i realized that there is a small dip in the cement so the seal does no good what can i do to fill this gap, any good bonding material to fill it in? or maybe a wedge type on the bottom of the door ????????

If it's a wood door take the seal back off, glue and screw a 2x2 where the dip is. After the glue dries, remove the screws, scribe the 2x2 along the cement and cut along the line with a skill saw. Reinstall the seal. The scribe will have to be the same distance as the gap where the door does come in contact with the cement.

They make oversized bottom rubber it may help. You can also try and stick a piece of tubing or something a little more rigid in that spot to help fill the gap.

The above seal will allow you to insert a garden hose into the weather seal at the point of the dip.
