Garage Door Threshold

Anybody ever use/install one of the thresholds for a 16' door? Do they work?? I want to keep water from coming in from the outside.

Why not just get a hollow rubber seal on the bottom of the door? I have water come out of my heated garage in winter when I open the door. it runs to the door, and can't get out until I open it. I wouldn't like something on the floor.
