Garage drywall insulation moisture

I am new to DIY garage drywall and insulation. I saw there is a hole to let in the irrigation wire from outside into the garage. I am in California. It's usually pretty dry in summer but there is rain seasons during winter. Do I need to concerned about water moisture? Anything to do to fix this?

Sometimes there is some water on the ground(from car or cleaning). The base wood is too short so the insulation is pretty close to the ground. Do I need to add an extra layer so the insulation is not close to ground?

I would absolutely fill that hole with expanding foam. Is that garage climate controlled? I ask because I would be concerned about trapping moisture between the exterior siding and the kraft paper. Maybe your area of Cali is arid and this is not a concern but I would never do that in my humid climate. Not a big fan of washing cars inside when you have the framing right on the slab like that. I would personally not wash cars in there. You could go with a vinyl cove base and caulk the **** out of it to waterproof the bottom several inches. Further, if you are going to be doing wet stuff in there, forget about sheetrock. Go with some OSB with several coats of poly on all edges. Drywall is the last material you want to contact water. It will soak it up like a sponge and once it is wet, it is ruined.

I am in Bay area(San Fransisco). It's arid in summer but humid during the winter rain season. I am afraid there is still some moisture during winter/fall and moisture will be trapped between the drywall and soaked by drywall.

For OSB, can I still apply the kraft insulation?
