my garage was built over the driveway years ago(way before i bought the house). well i have cracks and spots the the top layer of concrete has chipped up and turned to gravel.

my question is, in the garage i want to make it smooth and flat, in the actual driveway i want to fix the spots that has chipped up. what is the best way and cheapest way of doing this?

Use a resurfacer. http://legacyindustrial.net/cart/one-step-concrete-overlay-p-203.html

We have one and there are others on the market to look at.
I suggest you practice with it before diving in.
