I need to do something with a newly poured slab and was thinking of painting instead of sealing. Im thinking of latex followed by a coat of oil based. Does that make sense? Its in a single car detached garage.

based on your other thread about heating a garage, you will likely end up doing what you want anyway, so

Paint is tough to get adhesion with anything concrete, might last a year.

There are better options available. Paint was never designed to be walked on, much less driven on.

Remember that painting the floor is quick, easy, and cheap, BUT, BUT, BUT, BUT....

removing the paint after it looks like **** in a few months will be a huge mess of job that will cost more in money and a lot more in time...THAN...

just doing it right the first time with a proper floor coating.

My folks had their concrete screen porch floor painted awhile back. It was worn back down to the concrete in the foot traffic areas within 2 years, and that's just with shoes going over it. Picture how fast your paint's gonna look bad with cars moving around on top of it.

Depends on what kind of flooring you're going to do. If you're going to get an actual floor coating done by pros, they're gonna come in with a diamond grinder and the paint will go away as part of the process, so you don't have to do anything.
