Has anyone had any comparisons between Racedeck tiles vs Grid-loc? I am unable to use Epoxy due to moisture issues in the concrete. I have also researched Swisstrax but they have yet to make a tile compatible with the ribtrax to mix with other styles.

RaceDeck tile is definitely the recognized leader in the industry. They have done an outstanding job. For a long time we were competitors, now we are a distributor.
There are some products that compare well. For example http://www.garageflooringllc.com/ribbed-flow-through-tile/ compares very nicely to the RaceDeck product.
The real thing you need to do is go over exactly what you need your floor to do and what issues you are having. For example if this was my floor I would do a densifier / waterproofer such as TrueLock B4 that is designed specifically for tile applications.
While densifiers are not negative side waterproofers, it may help some with water wicking up through the concrete.

I also have paint on parts of the concrete that have not bubbled or were unable to be scrapped off. Would that create any problems with the densifier? I have filled in all cracks as well as using an acid etch, pressure washer, and TSP to remove all other contaminants.

The densifier would not penetrate or do its job in those parts. If it is a small area you would want to avoid that area -- tape it, tarp it, etc. If it is a large area, short of sanding it off, densifier not a good solution.
Ok, then agree that's the way to go. We carry a nice ventilated tile for this application, our ArmorTile GD Series.
