How long have you observed this condition? Being a garage door sized opening, there's no backfill load on the wall from that direction. What's the load above that wall? Just trusses or another living space.
If you just noticed this I'd just watch it. Cracked concrete is not too big of a deal from what little I can see in the picture. Continued movement is a concern.

It was like that when we moved in. Getting other work done so I want to secure the corners myself. Someone patched the inside at one time.

Can you give some details about your garage. Short concrete wall above ground with wood frame above? If both corners are cracked they didnt do something right when pouring. About the only thing you can do now is some brackets like mentioned and hope for the best. Before you out the brackets on grind on it and epoxy it. Go to a concrete place, not box store and get crack chasing epoxy.

I don't think you can glue a building back together, it will probably need some digging to fix the foundation.
I'd ask a specialist company for an estimate, at least you'll know what the underlying root cause is.

I live in the top floors of a five-story, concrete commercial building and virtually every corner has a caulked over crack.
