I am installing a comfort zone CZ230E, it is hard-wired. I am using 8-3w/ground, I put a 40 amp breaker in the breaker box, and attached the white to the common bar and the ground to the ground bar and the red, and black to the breaker, but when I got to the heater there is only L1 L2 and a ground, where does the white wire go, and does the red go in L1 or L2, same for the black?

You really don't need the white wire, your heater is 240 volts, no neutral is needed, you can tape it up and just use the ground wire.
Doesn't matter, L1 or L2, one gets black wire and other gets red wire.

The heater doesn't require a neutral, it doesn't matter which you connect to L1 and L2. You would need a two pole breaker so you are bringing 120V from each leg of your panel.
