Garage help needed, insulation, walls ceiling.

I have a tri-level house so the bedrooms and bathrooms are above my garage. The walls are cement block. It has a 8 foot ceiling with 2x10 floor joists above. I have hydronic heating so the 1" copper lines are run UNDER the floor joists in the garage ceiling directly below the remaining drywall. There isn't any insulation in the garage ceiling or walls except in the overhangs for the living space above. (18" or so)

I would like to stud out the walls and spray foam the ceiling and walls before drywalling. I am getting prices for spray foam from 3 companies.

I was told to leave 1/2" of space between the cement walls and the studs so they can spray foam around them. Is that correct? I want to run all new electrical because I am upgrading my service to 200A so everything existing will be replaced with new so I can add more outlets and a plug for a generator.

Any guidance would be greatly appreciated before I start this big project. I know pictures would help tremendously, and I can get some if you so desire.

Leaving the 1/2" space will give you a thermal break and will work well. If you place the stud wall directly against the block you have only the wood stud as insulation every 16". On a 20 x 20 garage that would amount to about 10' of wall that only has the insulation value of wood and block.

That sounds good, with the spray foam there's no need for any vapor barrier correct?
