I would do a shed, but HOA said no.
First step is to not live somewhere that has an HOA. I just bought my first house and the first item on my list was somewhere that doesn't have an HOA. Why would I pay someone to tell me what I can and can't do on my own property?

Add on to the house or garage or both.
Limit the functions. You listed 3. Choose one.
My garage was automotive, woodworking and metalworking and storage. It's 9x19.
Took everything out except metalworking.
No storage in the garage of ANY kind.
Simplify, and then simplify some more.
Make your house your man cave.
Take a spare bedroom or part of the basement for storage of all shop supplies. Don't have a spare bedroom.
Kick the cars out and make it shop space only.Cars are out already, just my motorcycle goes in the garage.
Put all tools on wheels.
Buy an enclosed trailer and park it and put stuff in there.Don't have the cash to go out & buy a trailer. Don't have space for one. HOA would probably not allow it.
Make the trailer into a shop.
Etc.
I can't tell from the pics, but is there any attic space above the garage? If that is not part of your living space, cut a hatch, get a ladder and some osb and use that for storage of the stuff you rarely use (and is not too heavy).
This is kind of a best of both worlds project. I have an 800 sq ft 1 bedroom condo. I'm the first person to throw up a shed & move most of the stuff out, but I can't. This is all the space I have.
My wife has claimed the house. Lol I got the garage.
