Garage Lighting: Looking for an opinion

I currently have two ceiling fans hanging in my garage with lights. They don't provide the light that I want but I like having the fans to move the air. I also have several four foot halogen lights that I had hung in a previous garage. They are the plug in type as the house was a rental so I couldn't permanently affix them.
I would like to take at least one of the fans down and hang the lights in their place.

The opinion/guidance I need is:
Should I replace the ceiling fan with a two plug outlet and plug in my existing lights or remove the fan and wire them directly and mount them to the ceiling?

I would love to take both fans down but don't know what could replace the cooling effect.

Additionally, I have very little electrical ability so if I decide to wire the lights directly, I might need some assistance.

Are the fans currently hard wired?
Is it a finished ceiling or is the wiring exposed?

If you can get to the wiring, I would just add a 2x4 box to the side of the current fan box and splice to an outlet in it.
Then you can just plug into it with your lamps as is.

(If you are using those hang under the fan lights, this would be a good time to trash them.)

Fans are hard wired. Ceiling is finished. I took down one fan today and wired in an outlet and hung my two 48" halogen lights. Not the best look but it works better than the previous.

Still looking for a long term solution.

I am a big fan of air movement.

I keeps you cool in the hot weather and warm in the cold.
It keeps the mold and rust from forming in damp corners.

I would replace that missing fan with a drug store box fan set on low and sitting up high and blowing at the least used corner of the room.
