I have no experience with either company.
But that is a pretty big and complex building.
I would expect any jurisdiction is going to want architect or engineer signed off plans.
And you have to pay for that.

Thanks for the feedback guys. My question has more to do with the level of detail provided in the plans. I am wondering if they are in sufficient detail for me to use to construct the building, or if the plans make assumptions about certain information -- information that a general contractor does every day, but that I might not know unless it is spelled out in the blueprint.

If it is a signed off set of plans it will have all kinds of detail.

They cannot allow any kind of "make it up as we go along."

If something goes wrong, they have to be able to say "I told you to do it this way."
