In some respects, your concept does not sound too far off from our build...
Very cool idea to mix the three uses.
How do you see the poolhouse? Bathroom obviously (as stated), but what else? Kitchenette in there w/a great room/oprn bedroom concept perhaps (to maximize space)? There is a development about 10 miles from us that has a pool house like what I mentioned above (propbably 20x20' if I had to guess). I could go check it out and scratch some plans/dimensions of how they did it if you would like.
From there, seems like it would be pretty easy to attach the other spaces you desire to it.

The first idea was a detached workshop / garage ..... however, in that configuration it would not pass the "spousal approval" stage.... so I have added a poolhouse and pool into the plans.
Ideally I would like to go two story with the bathroom, changeroom, balcony and guest suite / party area upstairs (woodshop, machineshop, and garage on lower level). I was reviewing my local ordinances last night and noticed a detail that states that any detached building must maintain the character of the house - in my case a brick 1 story ranch design.... have to look into that in more detail because aesthetics would obviously matter more .

Since it sounds like you don't have a pool yet give some thought about designing the pool to go with the planned garage/poolhouse/workshop. IF I had to do it again I'd seriously consider an in-ground rectangular shaped combination pool/hot tub, perhaps 8x15' sloped to 5 feet deep. The pool we have is nice and is larger with an attached spa; but it doesn't get the use it should. The pool season is short. Yes a heater can extend the season but it is a lot more expense to heat a pool than most garages.
Whatever kind of pool you go with design it with the idea that at some future date you might want to enclose it for year around use. A rectangular shape positioned closer to the 'poolhouse' is easier to enclose than a curved shaped pool located further from the structure. For a larger pool I've thought an enclosure patterned after the Burger King restaurants that have the flat wood truss roof system would be a fairly affordable kind of building. Sliding glass doors would serve as the sidewalls and would give an open feeling and good ventilation. Consider some skylights.
My suggestion is to have the toilet changing room on the same level as the pool. There is a safety concern with dripping people going up stairs.
Another feature that would be neat is a shower wall. It would be a semi open, bathing suit optional, two or more showerhead area. Years ago I saw a 'home improvement show' which featured a residential Japanese bath. The shower wall and the large deep pool I described above were features of the bath. I thought I'd like to have something like this in place of a swimming pool.
