When I had my garage walls poured, the forms did not release well from the concrete and left a fairly rough surface, the concrete folks applied some finishing coat on some of the rougher spots but others still do not look so good.

As I get ready to paint the stem walls, I had planned on using this garage floor paint for the walls only.

My questions is will the paint fill in the not so smooth parts of the wall or am I going to need to refinish it before painting.

Also, the top edge of the stem wall has a mixture of joint compound and paint. Do I need to clean it further and if I do, how?

I used the extreme drylock on mine. I put 3 coats and it filled pretty good. The top I scribed a piece of pressure treated lumber. Oil primed and painted

All the joint compound needs to be removed. It is water soluble and will soften and come loose, blister when exposed to water and/or damp concrete.

There are really good industrial concrete coatings that have a texturing quality if applied or finished with a roller and hide many imperfections.
But HD and consumer type stores don't carry it, so you need to find a real paint supplier.

Maybe you could fir it out and install some PVC wainscoting. This would conceal everything and should be moisture resistant and quite sturdy. Or maybe it's a nutty idea that just might work.

My stem walls were much worse than yours, with lots of "pores", gouges, etc. I just painted them black and it came out really well. Can't speak for longevity yet but it went on so easy that I have problem touching up as needed in the future.

I used one coat of Glidden concrete primer, followed with 2 coats of Glidden porch/patio paint. Both bought at my local Lowes. Used a combination of 3/4" roller and cheap 2" brush.
