I got this Gast pump with a bunch of other items awhile back.
My question, Should I be able to turn pulley by hand on these
vane pumps or does a belt have more power than I can provide.
I cant get this one to budge. Just wondering if it needs to go in
scrap pile or not. Thanks for any input.

Do all the intake and outtake ports have plugs in them? If so, you will not be able to turn it by hand. It has been my experience that its common to store them with the ports plugged to prevent debris entry. If thats not it, rebuild kits are cheap.

Yes both intake and outtake have plugs in them. Pump looks NOS so I was hoping It was something I was not aware of. Thanks

It might have a broken vane jammed between the rotor and stator, or someone may have reassembled it without the proper side clearance on the rotor. Easy enough to check. Might also be quite rusty inside depending on what it was used for. It should turn easily by hand.

Looking down the two ports on top with plastic caps removed it looks like new. I will have to take the back plate off and check the clearance or any broken carbon vanes.
