I heard about this a while back. A voluntary thing on GE's part.
This particular bulb was an odd one that worked on T8 or T12 ballasts. In order for that to happen, compromises need to be made internally. Apparently, something wasn't right inside the tube. If you put one end into a socket, the pins on the other end would be energized, which isn't cool.
Of course, no one follows the directions which say to make sure that the circuit is OFF before changing lamps....
It appears that the product is no longer available by either Lowes or GE. It wasn't a big mover anyway.
