A couple of years ago, I had a GE 120/208 3Ø 4wire bolt-on panel with about 15 2 pole GFI breakers factory installed. After it was energized, every breaker tripped.
Even after I disconnected all the load wires, still every breaker tripped.
If I disconnected the white wire from the neutral bus, they held. But would not trip on an actual ground fault.
Eventually, it was replaced by a Square D panel and all breakers did just what they were supposed to do.
