I don't know if this might be your issue or not, but I own 2 Kobalt 3/8" roto head ratchets which are exactly the same as the Gearwrench except for the handle. When I first received mine the head was pretty tight spinning on one of them.
I took the head apart and lubed it up but that only helped a little bit. What I ended up finding was that there were very small burrs on the ends of the coiled snap ring mainly on the side that rested against the roto head chrome outer frame when installed, so whenever the roto head was spun the small burr would drag and bind very slightly along the chrome and create resistance to the head freely spinning. It didn't take much to add a lot of drag and back drag to the action of the ratchet.
I took the ring off again (takes a while to do since it is inset and it does not want to come off very easily) and smoothed the ends of it very lightly with a dremel. After reinstalling the ring the extra resistance was gone and it has worked perfectly and smoothly ever since.
Sorry, I don't have any pics of the actual process, so I hope you can follow what I am saying.
P.S.- I do own a Gearwrench roto ratchet in 1/4" as well and after performing the deburring the 1/4" and 3/8" ratchets both now work and feel just about the same and both have very little back drag.
