Maybe I'm blind, but it doesn't look too bad to me. See what it looks like after you use it for awhile.

Before I joined GJ, I never looked at the inside of my sockets. And now, after thinking about the concept of interior finish, I generally only look at the inside when I'm wiping grease and dirt out of them. Unless your new socket was full of rust/corrosion or deformed so it wouldn't work, I would just put it in the tool box.

Try a dental pick or a very small wire brush with your favorite rust penetrant. If it’s just surface rust it should come off fairly easily. I am less tolerant of rust on my sockets than some people. Advance will probably replace it for you if they have a single; the call in warranty is hit or miss. They might just send you one or they might make you send that one in on your dime.

Unless you are taking your tools to the JPL lab to further progress on getting astronauts back into space I'd just take your tool and use it...

Just use the tool. You've got to have OCD to be that picky about finish. Anyone who uses their tools hard will know that a mirror chrome finish will scratch up sooner or later.
