GFCI BREAKER won't Test

I have a GFCI breaker in my panel that covers a 15A circuit. I installed the circuit for a future deck project when I installed the sliding door and had the wall apart.

On this circuit is a pair of outside lights, and 2 receptacles, one switched and one constant. Currently there are no outlets installed and the wires are just capped inside a water tight box.

The breaker IS wired properly. Black AND white from the circuit go to their respective locations on the breaker. The breaker pigtail goes to the neutral bar with the ground.

For some reason the "test" button on the breaker does not cause the circuit to trip. Any ideas?

I assume you've used a multimeter to check for correct voltage at each terminal on the breaker?

If it's wired properly and won't test, just replace it.

If for some reason there is no neutral, it won't test, too.

wire in a receptacle where you have the wiring currently capped, then use a GFCI / outlet tester from that location to try to trip out the circuit, if it works from that location, bad test button on the breaker (we see this all the time with certain brands), replace the breaker; if your getting power and the circuit is wired correctly from the outlet and the GFCI breaker isn't tripping, you then either have a bad breaker or the "wrong" neutral from a different circuit connected to the breaker. Either way, Im betting on a bad GFCI breaker. Another thought is, while you shouldn't have to, just for shits, put a dummy load on the breaker, like wire in a outlet and plug something in, something to draw just a few watts and test the breaker via the test button.

I had to replace one of my GFCI outlets this week. Mine was tripped and wouldn't un-trip.

I have one in my garage that keeps tripping for no reason. I am going to throw the damn thing away and put a regular one in.
