Pretty sure they're for tire chains. Kind of funny, had a similar set hanging on the wall of my shop years ago with a sign "what are these for?". I forget where I found them, or what I ended up doing with them. CRS *****.

I don't think those are for cutting; I think they are to pull the two ends of the chain together to insert a master link.
