Copped a Delta 15" scroll saw in decent condition for $35. Any red flags on this model 40-150

Don't want to burst your bubble, but they are junk...low end. The vibration will drive you nuts.

if it does vibrate, you can dampen it by mounting it to a box filled with sand, I did this to my craftsman and helped a lot.

I actually used something very similar for a while, but I quickly outgrew it. Depending on how much you use it and the type of work you do, it may fill your need. Agree about mounting it. If you outgrow it, you can certainly buy better.
