Anyone know what this is? and what it might be worth?

It was on a Govt auction website, below is the discription that was with it.

ONE EACH GRINDING MACHINE, BENCH, CONDITION UNKNOWN, PARTS MAY BE MISSING, REPAIRS MAY BE REQUIRED, PLEASE INSPECT
