Hi Bruce27834, yes you would want to diamond grind the floor to get off any sealer before trying to apply epoxy on top. No epoxy would do well on top of a sealer. I just had to do this for my project. Epoxy needs a rough surface to stick, like a 80-120 grit sandpaper ideally. A primer is good, but epoxy wants "an epoxy" primer, not something else. So think of the primer as just another layer of the epoxy. Could be a thinned coat or a cheaper water based epoxy though. To avoid your tire peeling, use a good 100% solids basecoat and diamond grind it first. - Paul
