2008 NEC Article 250.53 refers to electrode installation. Exhibit 250.24 in the Handbook indicates that it can be installed horizontally, but the entire rod even the point of connection must be 30 inches below grade.
It indicates that you should first attempt driving it at a 90 degree angle, then at a maximum 45 degree angle, and last is horizontally 30 inches below grade.
You can also use a 2 foot square 1/4" plate steel or iron. It should also be 30 inches below grade.
