I'm trying to put in my ground rods for the shop. I'm hitting a rock layer down about 4'. Can I bury the rods in a trench horizontally? If so how deep and far apart.

If you can get your hands on a Dewalt (or any brand) mini jack hammer similar to this:
It will make your job much easier. I used it when installing my ground rod and could tell when it hit rock, but a second or two later it was through. It also doesn't mushroom the top of the rod.
Sorry, I don't know the answer to the original question, but this will do the trick if you can rent or borrow one.

Some places do allow them to be trenched in.

2008 NEC Article 250.53 refers to electrode installation. Exhibit 250.24 in the Handbook indicates that it can be installed horizontally, but the entire rod even the point of connection must be 30 inches below grade.
It indicates that you should first attempt driving it at a 90 degree angle, then at a maximum 45 degree angle, and last is horizontally 30 inches below grade.
You can also use a 2 foot square 1/4" plate steel or iron. It should also be 30 inches below grade.
Oh yeah, spacing is 6' apart.
