That is your standard off shore (Taiwan to be specific) drill press.

Go get this (17" delta, very heavy), find a cheap universal motor and you will have one heck of a drill press for <$200

Common misconception. What is the lowest speed? It should at least be able to put a 1/2" through steel (~500 rpm). Now it not being rigid enough, that I would agree with.

Just picked one up. Heavier than my crappy new delta. Should handle 7/8 to 1,3/16" stainless.

I'd expect most Taiwan industrial types to be heavier than the hobby grade Delta, so good score.
