Do the flat ends fit into a screw-like slot in something that is then turned using the tool? Something like a water valve or a worm-gear-driven shaft of some kind?

Good hint would be to tell us what trade used them. First thought I had was they were for reaming the inside of O-Rings to the proper size.

Actually that is right. you had it earlier, but I thought it was for reconditioning quarter turn Ball valve seats. (Very large ones!)

These seem way too small for a flush valve to me, but one of the carry sleeves actually did say it was for a flush valve (VERY faintly) I didn't (Couldn't) decipher it until I saw the Eprey ad and double checked it...
