Originally developed for aircraft, but it didn't work out. They were used in some M3 Stuart light tanks during WWII, and that fan would indicate this one is from a tank.
They turn up fairly often. I saw one a few years ago at the Portland Swap meet that had been fitted with multiple turbos!
