Half Monkey and Half Pipe Wrench

Okay Lugz and 4 Cycle and RTM the rest of the gang. Who and when did this old clunker come out as a useful tool? No markings. I went through all the rabbit holes I could find. It may be missing the top collet for the handle, but I need more information to complete. Thanks, Guys.
