I think it's just really rusty, so much so that it's eaten away enough of the metal so looks like it was hammered out.

With the indentation/embellishment near the end I doubt it's hand forged.

Funny story but about 10 years ago when my two boys were much younger we were at their baseball game, when one of the parents gave me a few old vintage tools because he would hear me talking about old tools from time to time, (no surprise there).


Anyhow just like the op's wrench mine has no makers marks, mind you this is what it looks like after all the rust was taken off.

With the indentation/embellishment near the end I doubt it's hand forged.
I thought that was just a gouge that happens to be shaped almost like an embellishment we might see on a later art deco styled wrench. Note that there's only one (where there is usually one on the opposite end and the flip side) and it seems to be unfinished material.

FWIW, Sgt41, it also looks hand-forged to me. Either way, primitive unmarked wrench.

My guess is hand forged too, only because of the irregular shape of the body.
Another wag i make most hand forged wrenches/hand tools were made from wagon wheel tire stock (wrought iron). Wrought iron was coming out of steel mills sized in all kinds of flat stock. Wrought is kinda hard to find now, if u find a wood wagon wheel in bad shape and cheap, buy it for the tire. IMHO, A forged tool made from rasp or file is a exception rather than the rule. Very hard to find. I been told smiths like wrought better than mild to forge weld. Here are some wrought parts i had made from a wagon tire. These started out at 2 1/4" wide by 1/2" thick. He hammered them down to 1 5/8" x 9/16" which was the size i needed.
