Hand tool ID Please

I have three items here. Both yellows are marked VULCAN; are Williams items, I know. The all metal is unmarked. I know not what either are for and would very much like to if you please.

Flywheel turning tool, brake shoe retaining spring clip install/removal tool, no guess on the 3rd item

Can you describe the moving parts of the third tool (the one shown in the second set of photos) so we can get an idea of what it does?

If the hex end rotates and has some sort of a bit in the bore of the housing, I think it may be an adjuster and the square recess is for a lock nut. Maybe automatic transmission bands?

Vulcan was the Williams "tool truck" brand, so automotive is the likely application.

I would speculate band adjuster as well, but have not seen that version

It looks similar to a valve adjusting tool also.

The third one appears to have a Drill bit up inside it?
Is it threaded inside too?

That third one looks like looking into a spark plug socket, with a drill bit.

When you flip the handle over, what is it sized to hold? Obviously too long for a spark plug.

Can you push it so the drill bit moves into whatever you are holding in with the handle? Sort of a field drill press, but for what?

Third one looks like it's made to drill a centered hole in a specific hex, round or square bolt, nut or something.
