OP you don't show where you are located. If near salt water then my recommendation will not work for you.
If it is concrete and not stone or brick, I would recommend using 1/4" - 1-3/4" long "Tapcon" anchors. A package of 8 is $6 at the home depot model # 24120. You will need to buy the correct size masonry drill size stated on the package. A normal power drill will work but is slower than a hammer drill. Take your time and stop often to clear the hole of dust. Drill straight and try not to make the hole oversize. The drill bit will likely be trashed when you are finished so consider it a throw away.
Drill 1/4" deeper than the anchor or 2" deep. When at depth, blow out the dust in the hole after you drill the hole. Use a turkey baster for this. The fine concrete dust left in the hole acts as a lubricant and the Tapcon will not hold as well.
You will need the correct wrench to screw the Tapcon into the concrete wall. It is a very snug fit as the treads are being cut "tapped" into the concrete as you turn the wrench. Tapcon means tapping into concrete.
A hose reel takes a beating. The weight of the hose and hanger is not the issue. It is the pull away from the wall force as you wind the hose which will cause the mount to fail. If you drill two more oversize holes in the mounting bracket and install four Tapcon's instead of two then the mount will last much longer.
