I'm too picky it seems. The cart should be ok; I don't want to have to try a different item number as the quality continues to worsen--HF is constantly revising their items and at times placing inferior materials compared to its predecessors. HF is great for consumables though, they'll always be in my neck of the woods when it comes to urgent needs. 
Haha sure I have 40 years worth of tool acquisitions and I also know my Milwaukee cordless tools are all made in China too!
In fact I still have an SK 3/8 drive metric socket set with the original steel storage box along with a Williams 10" adjustable wrench I bought off my younger brother when he joined the army back around 1981 and sold his Yamaha IT dirtbike.
And actually I run a cheap tool business as side work in season at a local flea mkt. these days And does it keep me busy...dang everybody loves cheap tools. A lot of Tekton stuff among other brand names like Great Neck, Jorgeson, B&G gloves, Dewalt, Diablo, True Value, Ace even had some Husky and Craftsman
Mostly closeout stuff.
Gosh I can even remember Harbor Freight when they sent out folded printed sheets in an envelope ..ahh those where the days
