Harbor Freight return policy?

Just purchased and returned a Harbor Freight 92699 Fuel Injection Pump tester.

I used a 20% coupon and the tester came to $15.99 +$1.60 tax for a total of $17.59.
As I was paying I asked if there would be a problem returning the tester if it does not fit my car.
The answer was a restocking fee of $8.00 so I said I want my money back.
Then the woman said the return policy was 20% on any opened packages not $8.00?
So I said just give my money back this is too confusing.

She said the receipt had all ready been printed so she would have to treat it as a return.
I signed a strip of paper and she gave me back $15.99 after she answered two phone calls and played with the cash register.
Then she turned her back and started talking to another employee.
I said excuse me but you still owe me $1.60 and she looked at the receipt and said look there it says “Enterprise Return Tax” $1.60.
At this point I said this is not right and she turns her back on me and answers the phone again.

I gave up and left.

Well it appears that on there website it does say that "Some" Items are subject to a 20% Restocking fee..

I suspect it pertains to Items that people generally buy for a quick fix of there vehicle and then try and take it back.

I don't get the hole "Enterprise Return Tax", Nor them trying to charge you a restocking fee for a item that never left the counter.

I've returned dozens of things to HF and have never had a restock fee

Hope this isn't some new thing

Sounds like the lady was having personal problems. That would be a good time to get a manager involved.

I haven't had any issues with returns unless the salesperson screws up the way they punch the buttons. Really the restocking fee is for special order or large heavy items or things that get used then returned but are still in good working order. Even then you can say its broken and they will usually wave the fee. Just make sure you can describe something that is broken to them ( or break it yourself if you are that kind of person) they are used to taking back broken stuff all day long.
