I just bought the 7 piece hammer/dolly set from harbor freight. The warning sticker on the front of the case says "Warning the parts contain or give off chemicals known to the state of California to cause cancer." Anyone know what they are referring to ? I mean they are just hammers with a little red paint on them. Maybe they are painted with a paint that contains lead or something?

Probably lead. California has a pretty low threshold for lead in anything.
Although, it could be cadmium or any number of things. The Chinese have shipped us cadmium-laced tooth paste and children's toys (and dog treats that are making dogs sick), so it could be anything.

I'm sorry, but that kit looks exactly like the one I bought from Harbor Freight - only it's been left outside in the rain....or in a dumpster.
And I don't know how vintage anything could be in styrofoam packaging.....

Probably lead, but you should also be able to get an MSDS for it from them.
Also probably lead.
Two of the most common uses for lead are as a plasticizer (hose) and as a pigment in red paint/dye/etc.

And then consider what ends up in fish (heavy metals like mercury, PCBs, etc) because of where they sit in the food chain. Except I don't think I've /ever/ seen a Prop. 65 warning in a restaurant because the seafood industry fought Prop. 65 labels for fish pretty hard. I'd be damn curious to know why a restaurant is putting up those labels (then I'd probably find some place else to eat).

It's probably the lead in the PVC plastic hammer handle coatings.
Granted I've never set foot in an Applebees but have you ever thought to ask why? I've seen Prop. 65 warnings at Kragen (lead battery terminals, etc), at the liquor store (sells cigarettes)... but not in a restaurant.
I've posted the list of Prop. 65 chemicals in the last whine about California thread and I'd be curious to know which of those the naysayers would like to see in a restaurant (and not be told about it).
One I distinctly remember was at El Torito (the upscale one) in the Sherman Oaks outdoor mall thing. Last I saw it was still there.

Because of Kalifornia, everything being distributed there is now required to have that label. The manufacturers simplify things by putting that warning on everything. Seems like in Kalifornia even water and air cause cancer.
Could be that the hammers are made from recycled steel and that steel migh contain trace amounts of lead or something. Certain amounts of lead and mercury exist in nature to some degree anyway.

Prop. 65 has thresholds that must be met before a label is required. So, no, I doubt it's simply trace levels of whatever.

Honestly? I could care less. I mean, ZOMGZ, nasty chemicals are stored on premises larger than my house?! The same nasty chemicals I store in my house?! I'm living in a death trap!
I trust that the majority of people aren't so stupid as to get nasty stuff in my food, and I base that trust on the fact that nobody is getting sick or dying by going there, and that most people have at least a modicum of common sense. If I didn't have that trust, I couldn't function in a world containing people other than myself.
I don't need a nanny state trying to protect me from myself, and all the warning labels in existence aren't going to stop bad people from doing bad things.
I bought a bottle of Sta-Bil the other day, and it's got one of these retarded warnings on it. Really? Must be that only a Californian would try to drink this stuff.
So the default CYA action is put it on anything that might remotely apply, better warn than leave yourself open to being sued. End result is that the "warning" is useless.
Calif now wants to charge sales tax on services.
The plan also calls for cuts to middle class income taxes, Rush/Sean/Glen/Bill haven't mentioned that.
