I had a leaking hose reel and set out to find replacement O-Rings. Getting to the O-Rings is very easy. You will want to have a retaining ring spreader (I assure you).
The specified O-Ring replacement is 2.4mm (cross sectional width) x 11.2mm (inner diameter) for a total of 16mm overall outer diameter.
I could not find this exact size, but what I did find may have actually turned out better.
I bought a small batch (10 pack) of 2.5 x 11 Viton O-Rings through Amazon (prime shipped) to test. I paid about $6 shipped. I could have gotten 100 from McMaster for about 2 times more. But I was only repairing two reels, so this would do.
Anyway, here is my Amazon review on them. They worked great and hopefully if you're scratching your head wondering how to fix your leaking reel or if you know how to fix it but don't know the exact size of O-Ring you need, I hope I have helped!
