There are spring loaded pins that go into the steel shafts. If you reach your fingers under the shelf in the middle of the rubber bumper you should feel a plastic piece that you can pull to retract the pin. There is one pin on each side of the shelf near the steel shafts. Lift the shelf to the desired location along the steel shafts and release the spring loaded pins so they go into a set of holes in the shaft. The pins in the shaft are what holds the shelf in position.

None of this hardware exists under the shelf. I suspect that this cart was returned or is defective from the factory. Will have to work on returning it to the vendor. Thanks!
