More important than actual humidity level is preventing temperature swings that cause moisture to condense on metal objects. Warm, moist air meeting cold steel makes for wet tools and cars. If your floor heating will be on all the time and is capable of maintaining a constant temperature, you should be covered there.

A dehumidifier would be the next step.

In my shop I try to maintain 50-55 % humidity. I use a standard dehumidifier that most people use in basement. It is a low temperature model which will work down to 41* F.
My shop is well insulated, doors is almost always closed. Heated in the winter, the shop remains very cool in the summer without A/C.

Before I starting using a the dehumidifier at about 70% bad things started to happen. Mold on organic items was the first issue noticed. Never let it get bad enough for rust to form. My regular garage with no heat and used often has severe condensation on the slab when outside humidity is over 75%. I just live with that and as soon as the weather changes it goes away.
