Heat conundrum

I have recently purchased a new place with a 36x48 "pool house", i will soon be converting the space to a garage. It is currently heated and cooled by a large roof type commercial unit, with about a 2' diameter heat run down the center of the roof with 6-8 register vents. I have been told that these units are not very efficient for heating , it's similar to this but probably 15-20 years old

I am considering just installing a pair of overhead radiant heaters, and ditching the central hvac altogether. Another thought I had is that there is a functioning boiler unit that was used to heat the pool and hot tub. In floor heat is not an option because of cost and I am not pouring an entire floor. Is there any sort of radiator system that would be somewhat efficient and worth using?

It is nice to have a garage but I don't think I could get rid of that nice looking pool.
