I dont want to run a gas pack or radiant heat becasue radiant heat floors look to much of a pain to install. Is my only option a heat pump and electric?

Radiant heat is not a big deal to install at all. I laied the tubing in one weekend. Thats the hard part. The boiler is the easy part. Its not a big deal at all.
That gas pack is not that efficent at all. A friend of mine has it in his shop and hates it. Big heat bills. He put some space heaters in to help save on bills. Maybe it will be different in another shop I dont know. I would research it a bit more first. Thats just what I have seen.

Most guys around here use a water heater for their radiant floor heat...

Not sure if you have a new build or not, but I would consider the radiant heat for sure. I laid all my tubing myself. I have a 33 x 42 building. I am running 6 circuits of 200' in length. It cost about $800 in materials (tubing, valves, headers), but I got very good pricing from a friend of mine in plumbing supply business.
The layout took two nights after dinner to complete. I will be using a hot water heater for heat source. I know a boiler is the right thing, but I can buy 10 water heaters for the price of the boiler, and considering its for garage heat, the reliability and efficiency isn't that important. If it costs too much to heat, I'll cut back the temp or even completely off if needed.
