1) Thermostat fan switch set to "ON" instead of "AUTO"
2) System has a fault. Fault triggers FAN to constant "ON" (got your attention, didn't it?)
Any little windows in the front panel with blinking red, green or amber lights? If so, count the fast and slow blinks. Should be a list somewhere on the unit that shows the blink code. You may have to open the panel and look inside to see the code list.

Dinosaur hind brain answered first.
1b) If you have a modern programable thermostat, one of the program options will be for FAN ON or CIRCULATE in OCCUPIED mode. This will over-ride the normal FAN ON-AUTO setting. FAN ON will run the fan constantly when Occupied, CIRCULATE will run fan approximately 20 minutes each hour not counting actual system run time.
