Heating a basement garage?

In my area of the country, it's very common to see a two story house where the bottom floor is a basement/garage. The upper floor is the living space. Typically, the house is set into a hill partially such that the garage daylights on one side but the other end of the basement is under ground. This works well to insulate the basement a little bit. If the whole basement is unfinished, how would you heat it? Natural gas? Electric? Keep in mind that there is typically no insulation between the basement/garage and the upper floor.

My dads house is like this. His garage stays around 50-60 all winter long here in michigan just from heating the house.
