Our inside heating oil tank has some sort of exterior coating that appears like undercoating.
Anyone know what that material might be?

It's hard to capture texture. It's not smooth\thin like paint. More like undercoating as mentioned.

they used to be just plain old red oxide primer . I'm sure it's not a very expensive coating
My oil tank, which is inside the basement, has the plain old red oxide primer on it as you mentioned.

The oil tank at my dads house, which was the same size and shape as our tank, and also installed inside the basement, had a thick silver textured coating on it that looked like the coating of the tank the OP is showing.

His was supposed to go into the ground outside but he decided to put it inside the basement for some reason. That was in 1954 and that oil tank with the thick silver coating was still in operation in the house when we sold it in 2019.

Maybe that thick black coating was meant for an outside tank like MushCreek said, that ended up being installed inside like my dads.

The worst part of steel tanks, no matter how nice the outside looks, they rot from the inside. If the tank is questionable replace with a roth or similar. I had tanks that looked brand new rot out.

I remember coatings like that when I pumped fuel oil one winter (that was a COLD job!). It was slightly soft, like tar. It was common on outdoor tanks.
Exactly that.
Today I was somewhere adjacent to a general service business and there was an oil tank on a trailer that had the same coating. Tank looked ok as far as I could tell and it was not cut up. It may even have been a new replacement waiting for a work day.
