Heating small room in Garage.

Ive got a 2 story garage that is 28x36 that is insulated. Anyways I am going to partition off a small room about 9x12 upstairs and plan on insulating it as well. It is going to be used as a ammo reloading room. Anyways I was wondering what you all thought would be the most economic way to keep this room at a good temperature over the winter.

Since you are doing ammo reloading, I assume you do not want an ignition source in the room, correct?

I was thinking an electric oil filled radiator.

Preferably no ignition source as I will have a fair amount of powder around.
